Check these caps off U11600: C11628,11630,11631, All 4.7uf.
Hopefully that will be your problem.

hi Guys
We have a rca proscan chassis ctc197cj3 with sound
trouble...customer says the volume increases and decreases
on some channels as if the volume control was being adjusted..
Checked for bad solder joints around U1600 ..nothing found.
Also checked the grounds in IF module...nothing found
esr on cap c12304 checks ok
Any help would be appreciated
