I need to make shure we are on the same page C3126 seems several steps
removed. On this set (going by board markings) pin 2 goes to r120 that feeds
to the collector of Q3101 the base of this transistor has 0.02V which should
be below turn on voltage (0.6V typ min). The base goes to R135 that goes to
the collector of Q102 (has 0.02V) C126 is off the emmiter of Q102 there does
not seem any leakage at that point. C126 appears to be in the emmiter circut
of Q102...??? (the Tuner input is still isolated from chassis ground too)

I have had a similar problem and found more than 5 or 6 times it was in the
reset circuit. Check Q3101 (base), it is a surface mount near the Micro
(collector connects to pin 2 of the micro through R3120 surfacemount). If is
has any base voltage the likely cause is C3126 surfacemount (base voltage
should be 0). Remove the capacitor and clean the glue under it also replace
the capacitor. It always checks good but you should put a new one anyway.
