Does pin 5 and 6 of the eeprom have the 4.8v in standby? Also check for
150v at pins 11 and 12 of the reg and for -40v at pin 1.This is all done
in standby.Post again.

PS Usually when you have a squeel ,it indicates a shorted HOT or
something shorted in the secondary of the flyback.ckts.
