Did I miss something? Have any adjustments, at all, been done to the 
hardware? Did this CD ever show up and work? If this is a new install, it is 
possible to reverse the data cable and not have the drive work and no error 
message will appear. It is possible to hit the data cable and dislodge it 
causing the same problem. Same is true of the power cable.

Either your emergency boot disc or the 98 installed software should have 
discovered the hardware and installed the minimum driver. A valid emergency 
boot disc has a generic CD ROM driver that is intended to allow you to load 
Windows from a CD.

To test power to the CD ROM put in an audio CD and use earphones to 
determine that the Drive is good. If that works pull and replace the data 
cable. The red stripe should go toward the power plug but if it is backwards 
on the motherboard or card it will have to be reversed to work.
