Bill,
This is normal on VCRs, when the heads are clogged. It is also normal on
most TVs when the ant. is not connected. You should be able to turn the blue
screen off, if you need to.Sounds like a tuner problem. Check it for cracked
grounds. Also, make sure the customer has a VCR, or a DVD, to see if the set
works on ext. input jacks. This should tell you if the tuner is bad.
