Walter, looking at CT27G5B schematic pins 5 and 6 of the eeprom both have a
4.7K pullup resistor connected to the 5v source. Looks like they should sit
at 5 volts and have negative going data and clock pulses when buttons are
pressed just like the RCA sets, probably the same eeprom. Pins 1,2,3,4 and 7
are grounded. Your data and/or clock lines are probably being pulled low by
something on the I2C bus.
