Barry,

It could be bad (LA7838) chips.  Some have had trouble with those IC's. 
Was both from the same supplier?  I once went through 4 or 5 before
pulling one from a junk chassis.  It worked.  I disposed of my remaining
"new" stock.

Just a thought.
