[TechAssist] Re: PTK 169PTC P60153EB reg. B+ too high shutsdown

Larry, as per RCA, when I first started repairing these for high B+ was to
replace the 3volt zener and the 1000pf smd cap in the base drive for Q4401.
I know you're as thorough as anyone on 169's so possibly that could take
care of it as well as C4108
