First of all, the fuel for Mr Dingles car is batteries. And you dont really 
need 12 volts. Two or three volts will do. Second, you can not manufacture 
duterium. It is a naturally ocurring isotope of hydrogen and is obtained by 
seperating it from water with cascaded centrifuges or by using a mass 
spectrometer. Chemically, burning duterium does not produce more energy than 
burning hydrogen. Duteriums only value is as a moderator in nuclear reactors. 
Hitler and Sadaam were both trying to make it with the centrifuges.
