Bil, Take the DishNetwork Receiver and check the LNB output voltage, should 
have +13V for Odd Transpondors and +18v for even (or visa versa). Many times 
in past when I have seen this problem it has been "bad cable" or too long a 
run of cable. A simple test would be to run a fresh RG6 test line to the 
Dish (bypassing your old cable) and see if it works. Also check your outside 
ground connector for crud (very common) Sometimes cable will go bad and have 
a hi load making the +13v too low and the +18v to look like +13v (if you 
understand this). Simply try either taking your receiver over to a friends 
house who has a dishnetwork system running fine and try your receiver there, 
or run a fresh RG6 line (temp line) to your dish to see if it clears problem 
up. Also sometimes have seen protective diode or transorb become leaky 
inside the rvcr after a lightning hit and load down the LNB output voltage 
(this was common in the RCA DRD-line revceivers, there was a zener diode 
across the LNB output that would go leaky). Good Luck! I bet you'll find the 
problem soon.
