W98 has a fax program with it.
I used it for many years with no problems.
If you go to add/remove programs, you should be able to install it. It will 
probably ask you for the installation disk, unless you have W98 in a CAB 
file.
If you go to the Microsoft website, I think you can download the W98 fax 
program.
