Don,

 I would bypass the PIP module just to be sure.There may be other SM caps on
that module which are defective besides the ones you checked.

 Here is the bypass procedure in case you don't have it.

Remove "Vp" Plug From Pip Mod.Install .01 From Pin 7 To Pin 9 Install
4.7/35-50v;Pos.To Pin 5,Neg. To Pin 11

If you do not want to remove the VP plug from the PIP module , you can tack
the caps on the solder side of the PC board.
