[TechAssist] Magnavox TS2554C101 Chassis25B8 bottom half of picture blanked out

Hello all:
   This set came in with the usual cracked solder joints causing the vert out 
ic to short out and taking out the -13 volt reg diode D409. The resistors are 
still ok and I checked all capacitors and subbed them as well. The vertical is 
blanked out at the bottom half ,It is not a small picture, there is something 
wrong with the vertical blanking and I cant trace it with the schematic I 
have.Has anyone seen this and if so I thank you very much for any tips here.
