Sorry to be replying with the reply message but I deleted
the orig. msg.
Troy , if this is one with the video board standing up
on the left back corner of the board with the video and
audio jacks on it. Look at the connector connections
on board and chassis and also look for bent pins in
connector. This connector quit often gets pulled when
someone tries to pull the back without taking the 2 little
screws out of the jack mounting from the back. It will
have exact same symptoms you described.

I've seen PS problems cause strange video problems in
some of these Philips sets. C432 can cause a no Sync
condition.
At Q400 Emitter should be app. 130V...
Try the A/V inputs...
Check for the 200v at the R,G,B outputs on the CRT PCB...
