Have you replaced the 3.3uf 200v C431 yet? It is from R431 to ground off pin
2 of IC410. I recall seeing this cap causing no regulation in older sets
using the same regulator IC. Also check D420 connected between pins 4 and 2
of IC410. This chassis should come on with about 15v on the 130v source in
standby, then go to 129v when turned on.
