Another solution is a USB capture device, costs less then $60, captures
composite or s-video and stereo audio, digitizes it to mpeg1 or mpeg2
and is sent to computer via USB, then you can do what you want, burn
VCD, SVCD, or DVD. I use Cucusoft Video Software for converting one
format (NTSC/PAL) to another and NTI burning software.

I've been following this awhile now, it seems after all is said and 
done, what with all the software and hardware issues, user 
complexity,etc, I would simply go to the store, buy one  of those 
combo VCR/ DVD-burner decks. All the software is in the hardware 
already, and I think they're from 200 to 300 dollars. Done. No capture 
issues, software conflicts, etc. It also has video/audio ext inputs 
for your camcorder that uses non VHS tapes, or digital cameras both 
still shot and movies or any other video you have to input.
