[TechAssist] JVC AV27950 dead solved

This JVC had identical symptoms (low pulse and ringing on the collector) as
the Sony KV24FS100 I gave up on a few weeks ago, after buying a couple
hundred dollars in parts and wasting many hours. Sony tech said flyback was
bad but it had the same problem with the new one in it.

On the JVC I hooked it up to my test jig and it works fine but if I put the
HV lead back on the set CRT it kills it again. Apparently the CRT anode is
shorted and somehow charging the yoke because the yoke connector will arc to
the chassis if it gets close.
I tried testing the tube and it doesn't test and I can't see the filaments
glowing either.

Now I'm going to get out the Sony (customer didn't want it back) and check
the tube on it.
