A digital signal does not degrade like an analog one does. It is pretty 
much either perfect of defective, just like a computer file. The file is 
either perfectly useful or it is corrupt and the computer can't do 
anything with it.

I haven't seen an off-air digital video picture but have read that 
either the reception is crystal clear or practically nothing, one or the 
other- not like analog where the weaker the signal, the more snowy the 
reception will be. The digital tuner needs certain amount of information 
to process the signal. If it has that info, the output is a bunch of 
ones and zeros. If the signal is weak and the tuner can't disinguish 
between a one or a zero, it won't output it.
