The pads are filled with metal particles for good heat transfer and do a
good job in spite of being thick. The particles are spherical in shape  so
the rubber can act as an electrical insulator without the particles biting
in to one another. When they want the rubber to be conductive, they use
needle shaped metal particles for the filler.
