Hi Mark,

Do you have B+ to the HOT? it should be somewhere around 100 volts, if
not you may have a mosfet or low ohms resistor bad in the B+ line
between the smps secondary B+ and the flyback B+ line. Many monitors use
mosfets for the b+ regulator. Without a schematic, you will have to do a
little circuit tracing.  Good Luck.
