   Problem was that after fixing tuner grounds picture was still snowy. 
further testing showed that UHF was good and VHF was almost nonexistant 
Signal could be injected at the outboard side of L7109 to give passable 
picture on strong local stations. what seemed like the Input FET preamp for 
the VHF (Q7102)  turned out to be a missing or bad ( parts locations are 
difficut) 1 meg resistor from the AGC to Q7102 as adding one fixed the 
fault. [ under magnifaction there appeared to be a missing surface mount 
componet, a cap would help until it charged and placing your finger over the 
spot would get it to work]
