Hi Paul,
Yes I initially changed-out D401 (9.1v-1w zener).  Testing in-circuit in the
beginning I believed it was leaking to ground and may have been responsible
for blowing the main fuse.  But after further testing I swapped it back to
keep the purity of my results.  This is a tricky power supply to
troubleshoot.
