[TechAssist] FIX: Toshiba CE36H15 No video OSD ok

Set had excellent OSD and sound but no video any input. After scoping the 
video signal I checked the ABL on the jungle IC, it was about 2v low, traced 
back and checked all resistors to find R228 off the 200v source open 1/8 
watt 47K. Replacing resistor returned to normal operation.
