Again, Jeff, that varies by state.

If I have an item that is not repaired, EVEN IF I INSTALL A PART IN AN
ATTEMPT TO REPAIR, the $20 fee I charge and collect when it is received,
is not taxable.  Of course, I can remove my part.

State tax laws are variable, so it may be different in PA.
