There were several responses to my e-mail and I still don't know exactly
how to use it.

In answer to where I bought it. I bought it at MAT Electronics from
their Summer Clearance Sale catalog SS905. The salesman quoted me $49.95
and I told him it said $45.00 in the book. I think he thought I said
$35.00 and he said OK.

 After all these years the old TV Man has bought a ESR Meter (El
Cheapo). 

 The website shows a picture of the meter. When I place the 2 probes
across a capacitor the needle goes all the way  to the right. Anyone
seen one of these meters?
