Ok.  I'm not familiar with any other version that what is on
the win98 CD, so since you are downloading a version
evidently you have some other OS than win98....and I'm not
sure that feature is in these other versions.  From the looks
of it, you should be downloading "Tweak UI 1.33", that sounds
like from the description what is on the win98 CD (but of
course for all windows OS').
