[TechAssist] CTC169 27 inch TV, video dark at first

Originally this 27" RCA Direct view TV had a noisey smps.
The tech did the typical smps repair(SMPS IC, 3v zener,lytic caps
nearby)Also changed CR4118.
Now the smps is quiet.But one symptom remains:
When first turned on,has very dark distorted video,then sort of snaps
into a good picture.After which will stay good for the duration. Looks
like typical bad PIP caps in a Mits,but TV has no PIP.
Has flexed board,no change.not likely bad connection issue.
Helping a fellow teck here.
