I use denatured alcohol followed by a wash and scrubbing with an old
toothbrush with 409 glass and surface cleaner and a thorough water rinse.
The 409 is the version that is mostly isopropanol and detergents.  I find
that the denatured alcohol cuts the coolant better and gets it out of the
board better.  I don't like to soak them for long in it because it may
degrade coatings on coils, etc.  The 409 is a very light solvent but has the
added surfactants and cleaners to make the board look nice to make
inspection easier.
