An ESR meter does not check capacitance, you'll find that a lot of
capacitors that have a high esr reading will check good on a capacitance
tester. Also look out for a shorted, dc resistance, cap. ESR meter may show
it as good. If a cap checks good for ESR, dc resistance and capacitance it
is probably good, if it fails any of the three test it is bad. If it passes
all three test and replacement fixes a problem it is still bad.
