[TCUG] Electrical Supplies - Metered or Unmetered

After years of using unmetered supplies, we have been advised (for some time
now) to use metered supplies for all new traffic signal (& Pelican, Puffin,
etc.) installations. I understand that this is based on a nation-wide ruling -
or whatever - from Ofgem - that I can't actually locate as a piece of paper (or
anywhere on their web site). The process of obtaining metered supplies has
proved to be even more difficult (and often infuriating) than for obtaining
unmetered supplies.
How many other Local Authorities have moved over to metered supplies for
traffic signal installations?
Also, does anybody know where I can find this OFGEM 'ruling' written up -
assuming it ever has been?
