That's exactly what it says!
No trip wires, pull pins, mercury switches, shall be used TO IGNITE A MOTOR

Doesn't matter if it's in flight or on the ground

It's 2012 folks, there are so many better ways to do ground or air-starts, Jack 
has all the electronics you need and it is less than the price of a motor and 
why skimp on safety - you can never have too much...


Our launch system supports NAR and Tripoli Safety codes and has nothing at all 
to do with this rule as none of these methods applying are used. There will be 
some even greater safety upgrades this year to make it even more mil-spec than 
the current design.
