Anything is possible and I don't know which engine you have: but, the heat exchangers on the 1600 upright type engine will rust out at the muffler attach points and the header pipes where they come out of the cylinder, but I've never seen one rust out and leak internally. Point being; they will rust out in obvious places long before the rust out internally.

You're probably being a worry wart, 10 bucks says it's the paint burning off. Mine were stored in a warehouse for who knows how many years. The oil on them turned to tar like crap.
