Trey if you sand blast inside the lip to the center sand the out side lip with
sandpaper tape and paint Hint after blasting and sanding, blow out the lip
between the tire and rim let most of the air out and you can push down on the
tire put tape under the lip to paint .

You *can* sand blast rims with the tires on them - No problem at all. A
shop I used to work for did it all the time just to freshen the rims up. Of
course then you can't paint the inside of the rim so it depends on how good
of a job you want to do.
