Best success I've had is with an air impact; If not available next best is one of those short tools that you hit solidly with a hammer. Neither available a long 3/4" breakover bar with a pipe over the end to increase leverage and let a 300 pound friend jump on it. PB blaster wouldn't hurt but probably won't help either.
