Let's see if I understand this correctly, I think I do.  I'll use the
analogy of a pub land lord.  A guy buys a premises and converts it to a pub.
He then gets a licence to sell alcohol.  2 years later he sells the pub but
the new owner must get a licence in his own right, the previous landlord
can't sell the pub along with his licence as the licence is issued to him
and not to the premises.  is that how the talks licence works, it is issued
to the individual and not to the phone?  Walter

Hello Scott,

The Talks license is tied to your phone's IMEI number, or in the case of a
SIM license, your SIM card.  You don't own Talks, it's licensed to you, so
passing on a phone with your code is an infringement of the license.
