I don't have access to the text of the article, but here's a little from
the web page of the agency handing out grants to help you weatherize
your home.  The article said CACAA will pay for door and window
replacement, calking, hot water heater wraps, and various types of
improvements, even if you are renting!

Weatherization Assistance Programs
(WAP / WAP-LIHEAP)

The Weatherization Assistance Program (WAP)and Weatherization Assistance
Program
- Low Income Home Energy Assistance Program (WAP/LIHEAP) are funded
through the U.S.
Department of Energy and the State of Florida . The Florida Department
of Community
Affairs allocates the DOE funds to local CAA and other agencies. Both
programs assist
low-income families with improving the conditions of their homes by
either making
energy efficiency improvement or making emergency home repairs.
During the year, $98,612 was provided to 45 homes to help reduce energy
costs and improve the comfort and quality of life for low-income
residents of Franklin
, Gadsden and Gulf Counties . The majority of low-income residents
served were elderly.
These are the only programs which allow repairs to be made to mobile
homes and renter-occupied
units (with owner agreement), where a majority of our poorest families
live.
