A suggestion for some to counter the problems with Dial A Ride would be to hire a personal driver. I've had a pretty good amount of luck putting an ad on Craigs list www.craigslist.com and posting an ad under the office assistant section of jobs. I've also used the Tallahassee Democrat to post an ad in the past however, don't get nearly enough good responses as I have using Craigs list. As far as cost, you can pay by the hour and reimburse for gas or whatever you work out but it may be a better alternative than using a cab service.
