Can anyone clip them out of the paper on Sunday?

And use them, that is?

This is a "free grocery" program!

I saw other more expensive programs on the internet which also handed out coupons!

This one, however, is, actually free, after that one time payment of four dollars and ninety cents!

They're good at all the stores too!

I applaud them!

I suspect what you're doing is paying for a coupons booklet.  they'll
charge you say $ 5 for the coupons, and then something ridiculous for
shipping/handling (maybe $10 or more), and then you'll get coupons
worth, altogether if you buy the stuff, a thousand dollars.

Who knows; this is just a guess; maybe someone could call to see if this
is the case.
