You are correct, the reason they do that, is because they know that you
can't do it, and they don't want it. It's election time, and everybody has an agenda. Including star metro. They don't have the money, they just are talking crap like most public officials. Or should I say that they do have the money, they just want to do other things with it, like keep it in their
pockets

The late Bishop Joe O Patterson told a story long ago, when i was a small
child. about the show down, between Elijah, and the 450 false prophets of baal. He shared with us how Elijah, stood, and told the false prophets to go on ahead,and call their god first. Because they had a much larger program.
He talked about how they had 450 participants to introduce. Elijah was so
sure of YHWH, he with confidence said, that he only had one.  Elijah also
reminded them, that they had to drag their fake god up the mountain side on
an ox cart.  Elijah also announced to the world, that his Elohim would be
there when he arrived.  He said mockingly, you go on ahead.  Heck, I will
even let you have prime time.  I'M going to take a nap, and when you guys
finish your foolishness, wake me up.  Go ahead now, take your best shot.

In today's Democrat is an announcement from StarMetro in which they announce they have approximately $47000 in stimulus funding, which is to be used for
projects which aid the disabled in transportation needs, and overcoming
barriers, beyond the ADA.  This is called the "New Freedom Program".

Projects must be submitted to StarMetro by September 24th.  for more
information contact Andrea Rosser at StarMetro.

personally, I find this announcement bewildering, since I've been hearing
from a group of local blind activists who have been communicating with
StarMetro on the needs of blind riders, that StarMetro has repeatedly said they do not have enough funds to put braille labels on all bus stops in the new Nova 2010 program. They have not once mentioned (to my knowledge), the
existence of this program.

In fact, I cannot find documentation on this program on their web site, and
this is the first mention of it I've come across.  I don't see how anyone
can be expected to design and cost out a perspective project by September
24th.
