I agree my self you need to ask about the audio signals and cost and how
long it may take to put this in action, something like this.

Well, regardless of what the state of the economy will turn out to be, I
only meant to suggest that we should ask about the funding of 39 signals.
is it available now, maybe if we get stimulus money, we could start
budgeting for it now and it would be done in 5 years?  I only wanted to ask
StarMetro what they had in mind, or if they had investigated funding at all.
I wouldn't want to find out that this compromise that everyone is hanging
their hat on, turns out not to be fundable for 5 years.

judging from the way it was described, this sounded like Sam having an idea
and calling William up with it; it doesn't sound like one where he took the
time to confirm 39 signals could be done, so it's worth asking.
it's only a question after all.
