The position will create, maintain and troubleshoot programs used in the analysis of fiscal policy proposals. The programs will include models for applied general equilibrium, return-on-investment and cost benefit analyses. With direction from subject matter experts the position will apply his or her systems expertise to develop computer models used in analyzing fiscal policy proposals. The position must be able to interpret subject matter information, determine model requirements and produce an appropriate model to analyze the specific fiscal policy proposal. The position must be able to troubleshoot system problems that arise in performing the analysis. While not required, preference will be given to candidates with experience in writing GEMPACK code or other similar general equilibrium modeling software. Examples of Work Performed: * Develops, tests, and maintains systems and models used in analyzing fiscal policy proposals. * Develops ad hoc programs and reports as needed. * Interacts with other staff in a professional manner during problem-solving situations. * Organizes and maintains accurate written documentation and records. * Performs coding activities related to new or existing economic models. * Assists in the installation of new or enhancements to existing systems. * Conducts system testing. * Interacts with vendors to obtain information needed in problem solving or other related areas. * Participates in the design through implementation process on specialized systems projects. * Reads industry periodicals and informs staff of technological advances which could be of use to the office. * Performs other related duties as required. Knowledge, Skills and Abilities: * Knowledge of information systems terminology and concepts. * Knowledge of several specialized areas of information systems such as general equilibrium models. * Knowledge of information systems operations, equipment, procedures, and workflow. * Ability to apply specialized information systems knowledge relating to hardware, systems software, application development, training, user assistance, publications or operations. * Ability to analyze and solve problems. * Ability to communicate technical information systems information effectively, verbally and in writing. * Ability to produce quality work under pressure. * Ability to plan, organize, and coordinate multiple concurrent work assignments. * Ability to conduct in-depth and carefully documented analysis under minimal supervision. * Ability to read and understand technical information systems publications. Minimum Qualifications: A bachelor's degree from an accredited college or university in computer science, management information systems, business administration, economics, mathematics, statistics, geography, or engineering. Progressively responsible information systems experience can substitute on a year-for-year basis for the required college education. Any combination of progressively responsible information systems experience and post secondary training in disciplines as described above totaling four years.
