Neal, In short, I don't know. This is all decided by the LAME encoder, and is based on the parameters of the file you are encoding, along with the settings you have selected. Usually one needs to experiment to figure out exactly what the defaults are doing. Max bit rate I assume would be 160 Quality. And VBR quality. Not sure what the difference is in the last two.
