Hi all,
I am an open source hardware enthusiast, I have worked on an AM radio
defined inside arduino.
I believe this link will help,

There is no restrictions for software here,because what we tell is what it
does,but there is no 100 percent software based radio also,all primary
stages will require specialised hardware because the DSP requires an High
clock speed and enough bandwidth.

SDR is quite popular among HAM enthusiasts because DSP in 8 bits ADC is
enough for VLF operations,and a clock speed of 16 or 32 MHZ will work
smoothly.

But coming in to Citizen Band, Conventional DSBSC mode is possiple, but FM
de-modulalation requires a High cost board like I mentioned above.
