Maybe the ownership/permissions on your sql-ledger directories and files
are not correct. They need to be owned by user apache. You can change the
ownership using the chown command (type man chown to get help on how to
use it). Also, make sure that the user sub-directory is writeable. An ls
-l should show permissions something like drwxr-xr-x.
