[SL] Mandrake 9.1

Hi everybody,
New subscriber so please be gentle if this has already been discussed.
I have installed in Mandrake 9.1, and while I can go to:
http://localhost/sql-ledger/login.pl
and get a login screen
when I try for admin.pl
I am told that I do not have permission to view this site, this has been
tried as user and root.
The Mandrake 9.0 permission denied error in the FAQ has been implemented, but
I don't think this is the problem, because I can get login.pl
This was not a problem, on my laptop with Debian, but Debian is problematic
on this particular workstation.
