The meaning of the sentence you put online is "where do you go?" but that
question is asked a feemale person. Last time, I translated to you the
meaning of the phrase Braille Display in Unicode (2-byte form). Below is the
translation version encoded in UTF-8:
"M? n h?¬nh chữ nổi".

I participated a bit to Brltty in order to add Libbraille support, but I
don't think this screen reader handles UTF-8 at this time.
Another screen reader is Gnopernicus. It is still a prototype at this
time, but it has the great advantage of working in Gnome, which is the
graphical environment in Linux; this way it would give access to some
great applications like Firefox or OpenOffice...
