Yes I have tried both of these before typing ./configure. I seem to have two 
pkgconfig directories. Is this OK?

export PKG_CONFIG_PATH=/usr/lib/pkgconfig
export PKG_CONFIG_PATH=/usr/local/lib/pkgconfig

I still get the same errors.
