[sib-access] magnetic lay out and hide empty staves

Hi all:
I have 2 questions please:
1- when I need to use the magnetic lay out, I load my score into Sibelius 6,
and I check the magnetic lay out am I right?
But I found that it did nothing, sir dave told me that I must unlock my
score, but how can I use the magnetic lay out again? And, must I use the
optemise staff spacing?
2- if I will give a full partatora, or full score with orchestra to a
person, is it better to hide the empty staves or to leave them?
Because when I hide them, I save many papers.
Any help will be highly abbreciated
