Not guilty.  These are the layouts as Sibelius gives them to us.  There's a
certain amount of logic to it though.

The F8 layout is for the most commonly used properties.  So we have the
durations from 32nd up to whole; sharp, natural and flat; accent, staccato
and tenuto; tie, rest and rhythm dot.

The double and tripple rhythm dots are relligated to the status of less
common properties and so get put in the F9 layout along with the really
wacky durations like the impossibly hard to read 512th note and the almost
never used long note.

To be honest, I have to think quite hard to remember a piece that uses
double dots and I don't think I've ever seen a tripple dot used anywhere.
I'd rather write that rhythm out in full with ties because it's not the
easiest rhythm to work out on the fly.

In case you're interested, the Sibelius Student Edition only has the F8
layout.
