This is right.  If you hear "Plug-In Enabled" then Sib-Access will run the
plug-in each time you move to a new item.  If you hear "Plug-In Disabled"
then Sib-Access will move to the note and then get the information from the
tool windows alone.

I think, that simply means, that sib-access will or will not trigger
plug-in. It does not mean, that the plugin is really running or not. It just
means, that sib-access makes use of it or not.
